December 18, 2001
The Allen County Board of Commissioners met in regular
session at 8:30 a.m. with Chairperson Kent
Thompson, Commissioner Dick Works,
Commissioner Walt Regehr, Jr., and Sherrie
L. Riebel, County Clerk.
Commissioners corrected and approved the minutes of the
December 11, 2001 meeting.
Commissioner Works moved to deny the request by Matt
Naff for $1,000,000.00 for damages while incarcerated in the Allen County
Jail. Commissioner Regehr second, motion passed 3-0-0. The claim will be
submitted to the county’s insurance.
Commissioner Regehr moved to go into executive session
to discuss non-elected personnel for a period of fifteen minutes. Those
present will be the commissioners and Bill King, Public Works Director.
The time is 8:48. Commissioner Works seconded, motion passed 3-0-0.
Commissioners reconvened at 9:03. No action was taken.
Bill King, Public Works Director, discussed his
employees and the great job they are doing out in the county.
Bill presented information on Coffey County’s
landfill.
Bill discussed William Cook, Allen County Surveyor’s
job and the hours and cost to the county. Currently the County pays him a
yearly contract of $1,040.00, but the cost could be charged back to the
individuals needing the survey. Discussion followed.
Bill reported Allgeier, Martin & Associates will be
coming in January to discuss the proposed expansion of the Allen County
Airport runway.
Commissioner Thompson discussed different uses for the
Allen County Airport during 2002. Activities of soccer and vehicle
"Burnouts" are planned to take place during 2002.
Sandra Drake, Allen County Appraiser, requested
signatures from the commission on a phase delineation plan she has to
submit to state. Commissioners signed.
Bill King, Public Works Director, Sandra Drake, Allen
County Appraiser, Cara Barkdoll, Register of Deeds, Sharon Utley, Allen
County Treasurer, Robbie Atkins, Allen County Sheriff, Sherrie L. Riebel,
Allen County Clerk, Nan Kemmerly-Weber, Allen County Attorney, discussed
benefits for county employees. Nan discussed the employees and jobs done
within her office. Sandra explained when she started in the appraisers
office there were nine employees in the appraisers office. Discussion
followed. Commissioners stated they would take the proposals under
consideration. No action was taken at this time.
Nan discussed the requested benefits for Lynn Lytle.
Commissioners approved the request to become active as of January 1, 2002.
Commissioner Thompson opened the hearing for amending
the 2001 Budget. Commissioner Works moved to adopt the amended budget for
Special Alcohol at $352 and Airport at $163,680. Commissioner Regehr
seconded, motion passed 3-0-0
David Beck, Emergency Management Director, requested to
encumber $3,360.00 out of the emergency management fund for 2002 to put an
air conditioner in the camouflage vehicle and paint, purchase an Acer
laptop and battery and radio test equipment. Commissioner Regehr moved to
approve the encumbrances. Commissioner Thompson seconded, motion passed
3-0-0.
Marianne McVey and Tim Bloomfield, Citizen’s Bank
representatives, discussed bonds available for use towards the proposed
jail. Discussion followed on the types of bonds and how they would work.
Mr. Bloomfield explained the county would still need bond council and
attorneys. Citizen’s Bank would like the opportunity to bid on the
bonds. Commissioners will keep them under consideration at bid time.
Jason Johnson, Koch Pavement Solutions Technical
Marketing, discussed services available to Allen County.
Bill presented a contract for airport expansion for
review.
Audit Engagement letter from Hutinett, Schlotterbeck
and Burns, L.L.C., for year ending December 31, 2001 at a cost of
$10,750.00 to the county. Commissioners requested to get bids for the 2001
audit.
Commissioner Thompson moved to accept the contract for
Adult Misdemeanor contract from Immel, Immel & Works, P.A.
Commissioner Regehr seconded, the motion passed 2-0-1. Commissioner Works
abstained.
Commissioner Regehr moved to accept the contract for
Guardian Ad Litem contract from Charles H. Apt, III for the same fee as
2001. Commissioner Works seconded, motion passed 3-0-0.
Sheriff Atkins discussed the "Drug Free"
advertisement on suckers, pens, rulers and etc. He explained monies
donated are used to finance promotion of the Allen County Sheriff’s
department.
Alan Weber, Allen County Counselor, discussed the
contract with Mary Cooper on the Hillegass house. Commissioners reviewed
the contract and approved it to be sent to Ms. Cooper.
Alan discussed missing bond monies. Discussion
followed. Monies were bonded in February and not missed until September.
Alan reported the KBI is investigating the situation. Discussion followed.
With no further business to come before the board, the
meeting was adjourned until December 28, 2001, at 1:00 p.m. in the
Commission room of the courthouse for yearend procedures. .
